The 4th Congress of Designers and Engineers 2026 confirmed how many challenges the infrastructure investment market in Poland is currently facing. The event brought together representatives of the design, engineering, construction, and public administration sectors, creating a space for discussion on the key aspects of delivering modern infrastructure.

During the Congress, particular attention was given to the following topics:
▪️ the role of designers and engineers in the investment process
▪️ investment delivery models and their impact on the quality and efficiency of projects
▪️ the practical functioning of the public procurement system
▪️ relationships between participants in the investment process
▪️ the importance of quality and precise investor requirements
▪️ infrastructure resilience in the context of contemporary threats

One of the key points of the programme was the thematic debate entitled “Resilient infrastructure for challenging times – cybersecurity, mobility, and national security”, in which dr Eng. Wojciech Oleksiewicz, Research and Development Advisor to the Management Board at TINES Rail, took part.

During the discussion, it was emphasized that building resilient infrastructure today requires a systemic approach – integrating design, execution, industry, and technological solutions. It was also highlighted that cybersecurity is becoming an integral part of the design process and should be considered already at the concept stage, rather than only during implementation or operation.

The debate showed that infrastructure resilience is no longer an additional feature of a project, but one of the fundamental conditions for its durability, safety, and effective performance in the long term.

The conclusions drawn from the Congress confirm that the development of modern infrastructure today requires not only appropriate technologies, but also a coherent approach to design, implementation, and the practical deployment of solutions.

We would like to thank the organizers of the 4th Congress of Designers and Engineers 2026 – the TOR Economic Advisors Team, the National Association of Designers and Engineers, and the Rynek Infrastruktury portal – for preparing a valuable event and creating a platform for substantive discussion on the future of infrastructure in Poland.

Comprehensive construction solutions and ballastless track systems for railways, ensuring effective vibroacoustic insulation and a guarantee of durability for mainline tracks, engineering structures (bridges, viaducts, tunnels, and rail-road crossings).

A comprehensive offer of durable materials and construction solutions for subway track surfaces allows for the reduction of vibration and noise levels in tunnels.

A comprehensive offer of durable materials for the construction of tram tracks, allowing to reduce the level of vibrations and noise in the vicinity of the route.
