In June 2024, the PKP PLK S.A. Investment Forum resumed its activities. Established in 2012, the Forum is an organization that brings together representatives of member companies and experts collaborating with IGTL within Working Groups. The main objective of the Investment Forum is to develop and propose changes to PKP PLK S.A.‘s foundational documents as a contracting authority. This includes modifications to Terms of Reference (SIWZ), contract templates, selection and evaluation criteria for bids, as well as technical standards, internal procedures, and formal requirements related to contract security and financing.Additionally, experts from the Working Groups engage in legislative initiatives, advocating for changes to generally applicable laws.

The main objectives of the Forum are:

  • Developing a unified position based on the expertise of all stakeholders in the railway construction industry, fostering discussions on key issues by identifying problems, proposing solutions, and working together to standardize and improve cooperation.
  • Continuously improving the investment process through ongoing dialogue and information exchange with companies providing infrastructure construction services.
  • Creating a communication platform between managing, intermediary, and implementing institutions, as well as entrepreneurs and the beneficiary, PKP Polskie Linie Kolejowe S.A. This will ensure effective collaboration, facilitate the exchange of experiences, and drive changes to accelerate railway investment implementation.

The specific objectives of the Forum are:

  • Improving the efficiency of the transport system.
  • Advancing the development of railway infrastructure.
  • Enhancing the preparation and execution of railway investments, including developing and implementing intervention measures.
  • Identifying key issues that negatively impact railway investments and seeking common solutions.
  • Jointly shaping “best practices” for the railway investment market.
  • Creating mutually beneficial conditions for cooperation through the exchange of experiences.
  • Proposing legislative changes to Polish state authorities, along with presenting opinions, positions, and jointly developed positive solutions.
  • Encouraging active collaboration among railway industry experts and all political forces to support the development of rail transport.
  • Providing up-to-date information from PKP Polskie Linie Kolejowe S.A., including:
  • Investment programs and their implementation principles.
  • Projected expenditures on investment and maintenance activities.
  • Current and anticipated regulatory changes that affect or may impact investments.

During the meeting of the Presidium of the Investment Forum on June 7, Tomasz Warsza, Director of the Railway Department at the Ministry of Infrastructure, and Marcin Mochocki, Member of the Management Board, Director of Investment Implementation at PKP Polskie Linie Kolejowe S.A., were appointed to the Presidium. The representative of the market in the Presidium of the Investment Forum is Marita Szustak, President of the Chamber of Commerce for Land Transport.

The Technical-Digitization Working Group was strengthened by the addition of Tomasz Szuba, President of TINES Rail, and Michał Rybacki, Implementation and Innovation Manager at TINES Rail. The scope of work for this group includes digitization, cybersecurity, rail traffic control systems (SRK), certification of infrastructure components, interoperability, and standards for infrastructure elements.
